This is the way it is in all DSS cases and the court system. There is money in the taking of children for the DSS and adoption insentives.

Agency used to control who is and who is not able to live in towns/cities using the little known standards law. This works hand in hand with Bush's Goal 2000 which takes as many children from families enriching states through federal funding and adoption incentives.
